GRAND AVE. (APN 027416106) FOR <br />CONNECTION TO THE CITY'S SEWER SYSTEM <br />RECOMMENDED ACTION <br />That the City Council approve the Extra—Territorial Sewer Service Agreement between the City <br />and the property owner of the parcel located at 804 N. Grand Ave. (APN 027416106) and <br />authorize the recordation of same. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide utility services to the residents within <br />the sphere of influence of the City while expanding the City utility services. This action will <br />provide a sewer connection to a County resident. <br />BACKGROUND <br />A resident residing in the unincorporated area of San Bernardino County who is requesting water <br />or wastewater utility services must first submit a letter to the City of Colton explaining what <br />service (water or sewer) is needed, and why they want that service. The City Council has <br />indicated that in order to supply water or sewer service to an unincorporated area, the property <br />owner must go through a multi -step process which includes entering into an Extra -Territorial <br />Sewer Service Agreement with the City of Colton. At this time the City is not proposing to annex <br />this property. <br />As per California Government Code, Section 56133, the City of Colton cannot provide new or <br />extended services by contract or agreement outside its jurisdictional boundary until an <br />application by the City is submitted to and approved by the Local Agency Formation <br />Commission of San Bernardino County. After the approval of the Extra -Territorial Sewer <br />Service Agreement and the City's LAFCO application, the property owner will pay all plan <br />
