GRAND AVE. (APN 027416106) FOR CONNECTION TO THE CITY'S SEWER SYSTEM RECOMMENDED ACTION That the City Council approve the Extra—Territorial Sewer Service Agreement between the City and the property owner of the parcel located at 804 N. Grand Ave. (APN 027416106) and authorize the recordation of same. GOAL STATEMENT The proposed action will support the City's goal to provide utility services to the residents within the sphere of influence of the City while expanding the City utility services. This action will provide a sewer connection to a County resident. BACKGROUND A resident residing in the unincorporated area of San Bernardino County who is requesting water or wastewater utility services must first submit a letter to the City of Colton explaining what service (water or sewer) is needed, and why they want that service. The City Council has indicated that in order to supply water or sewer service to an unincorporated area, the property owner must go through a multi -step process which includes entering into an Extra -Territorial Sewer Service Agreement with the City of Colton. At this time the City is not proposing to annex this property. As per California Government Code, Section 56133, the City of Colton cannot provide new or extended services by contract or agreement outside its jurisdictional boundary until an application by the City is submitted to and approved by the Local Agency Formation Commission of San Bernardino County.
