CITY OF COLTON. <br />orporot"o <br />COUNCIL AGENDA ITEM 1987 <br />JUNE 1, 1993 b-*� * <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: May 27, 1993 <br />FROM: JOHN HUTTON <br />INTERIM PUBLIC WORKS DIRECTOR`4 <br />SUBJECT: APPROVE RESOLUTION FOR CONGESTION MANAGEMENT PLAN (CMP) TRAFFIC <br />IMPACT ANALYSIS REPORT (TIA) CITY WIDE GUIDE LINES <br />BACKGROUND <br />This congestion Management Plan (CMP) Resolution (attached) was presented to <br />the Planning Commission on May 18, 1993. <br />The purpose, as stated within the Resolution is to "evaluate the potential <br />impact of land use decisions within the City on the Transportation System <br />both within and outside the City. The evaluation of potential impacts shall <br />be conducted in a Traffic Impact Analysis Report (TIA) Report), prepared by <br />the Development Project Applicant". <br />This and future related actions are all part of the overall effort to improve <br />air quality, reduce vehicle emissions and provide a means to address the <br />transportation demands incurred by growth and development. <br />The thresholds identified in the resolution identify at what intensity of <br />development a TIA Report will be required. The City will be responsible for <br />the cumulative effect of all traffic impact and the costs associated with the <br />sum total of the smaller projects. Only those projects exceeding the <br />thresholds will be required to pay impact fees based on the finds of their <br />TIA Report, all others pay the standard impact fee set by City Council. <br />These fees will be paid to outside jurisdictions at such time as their level <br />of service meets or exceeds the CMP standard for listed streets. Fees may be <br />collected from outside jurisdiction by the same process. <br />Should the City fail to adopt this Resolution, we will lose State and Federal <br />money earmarked for current street and roadway improvements and proposed <br />improvements in the future funded by Proposition ill (Gas Tax). <br />RECOMMENDATION <br />If Council concurs staff would recommend that this Congestion Management Plan <br />(CMP) Resolution be approved and adopted. <br />City Manager Concurrence: <br />Report prepared by James Kin 4/ I Engineering specialist <br />/� <br />T <br />
