The issues discussed included: the process, costs for review,
consideration of the Memorandum of Understanding, sources of funding for the
project, planning and environmental issues, impact of the endangered Delhi Sands Fly,
participation by affected property owners, and utility improvements.
Process: The formal procedure for the adoption of the plan for the realignment and
widening of Agua Mansa Road and extension of Pepper Avenue is the application for
a General Plan Amendment through the Planning Division (please see attached
memorandum from GTS Associates). The Community Development Director has
estimated that the process will take approximately 120 days from the time of
submittal to the final review by the City Council.
