Freeman, City Mana r V—QF- <br />SUBJECT: Renewal of Household Hazardous Waste Agreement between <br />the County of San Bernardino (County Fire Department) and <br />the City of Colton <br />DATE: March 25, 1997 - <br />BACKGROUND: <br />The California Public Resources Code requires Cities to prepare a Household <br />Hazardous Waste Element which identifies a program for the safe collection, recycling, <br />treatment and disposal of hazardous wastes which are generated by households in the <br />city and which should be separated from the solid waste stream. The County of San <br />Bernardino and the Cities therein have developed Household Hazardous Waste <br />Elements which identify a county -wide cooperative program for the management of <br />Household Hazardous Waste. The existing Household Hazardous Waste management <br />program is operated by the County of San Bernardino Fire Department. The City of <br />Colton is currently a participant in the county -wide cooperative collection program. <br />DISCUSSION: <br />The County of San Bernardino Hazardous Waste management program is based on a <br />central processing facility and a regional network of collection centers. The collection <br />centers where Colton residents can deliver household hazardous waste (most <br />conveniently), for proper recycling, treatment or disposal (free of charge), are located in <br />Rialto (Willow Avenue) and San Bernardino (old Norton AFB). Last year County <br />residents deposited in excess of 1.2 million pounds of household hazardous waste into <br />the County collection system with over 12,000 pounds deposited by Colton residents. <br />The program provides additional benefits to the community including assurance that <br />Colton meets its NPDES permit storm water requirements, assurance that Colton meets <br />its AB939/AB2707 SRRE and HHWE mandated plan requirements, it provides <br />unlimited recycled paint for graffiti abatement (at no charge) and, it provides the City of <br />Colton with grant funding for fiscal year 1997/98 in the amount of $13,795. <br />The attached agreement is for five years to become effective July 1, 1997, and runs <br />through June 30, 2002. The agreement contains a clause that allows each party the <br />right to terminate the agreement upon providing ninety days written notice. <br />Item No. 10 <br />
