CLARKE, UTILITY DIRECTOR <br />SUBJECT: APPROVAL OF UPGRADE OF VACANT POSITION IN THE WATER <br />DEPARTMENT FROM MAINTENANCE WORKER 11 TO WATER <br />OPERATOR 11, AND AUTHORIZE THE RECRUITMENT FOR <br />WATER OPERATOR 11 <br />DATE: AUGUST 6, 1997 <br />BACKGROUND: <br />The FY97-98 Water Operations Budget included funds for the upgrade of (1) vacant <br />Maintenance Worker 11 position to Water Operator IL <br />DISCUSSION/ANALYSIS: <br />The City of Colton's Water System is required to be chlorinated on a continuous basis. <br />The State of California, Department of Health Services require Water Treatment <br />Operator II certification for any employee responsible for well -head chlorination. The <br />Waiter Department currently has (2) certified operators (1 Water Quality Tech and 1 <br />Waiter Operator 11), however, since the chlorination occurs 24 hours a day, seven days <br />a week, the certified operators are required to work every other weekend. This <br />schedule does not allow for time -off for vacations, holidays or illness. <br />The Maintenance Worker li job requirements do not include certification as a Water <br />Treatment Operator 11, however, the Water Operator 11 job requirements recently <br />approved by Council included certification as Water Treatment Operator II. This <br />requirement was made since the level of knowledge, education and experience <br />required by the State for certification as a Water Treatment Operator 11 is above the <br />Maintenance Worker 11 level. In addition, the preliminary job requirements for the <br />Maintenance. Worker II level being proposed by Hayhurst and Associates also do not <br />include certification as a Water Operator 11 due to the higher level of knowledge, <br />education and experience required by the State. <br />Item No. 10 <br />
