CITY OF COLTON DUPLICATE <br />AGENDA REPORT <br />For City Council Meeting of February 4, 1997 <br />TO: HONORABLE MAYOR & CITY COUNCI <br />FROM: Malik Dantala Freeman, City Man e <br />SUBJECT: Approval of City of Colton Administrative Policy Entitled "City Council <br />Miscellaneous Expenses Reimbursement" <br />DATE: January 28, 1997 <br />BACKGROUND: The monthly stipend paid to City Council Members was intended to defray <br />incidental costs incurred as an elected City Council Member. However, there are occasions <br />when a Council Member must be absent from his/her primary employment in order to perform <br />the duties of the elected office. On such occasions, the primary employer may elect to fill the <br />vacated position with temporary personnel. The City Council Member must then reimburse the <br />primary employer for the cost of this temporary staffing. <br />DISCUSSION/ANALYSIS: Reimbursement made by a City Council Member to a primary <br />employer for expenses incurred due to his/her absence while on City business is not considered <br />an "incidental" expense. These expenses were not considered when the monthly stipend to be <br />paid to Council Members was approved. Therefore, it is necessary to have a policy in place <br />when it becomes necessary for City Council Members to reimburse such out-of-pocket costs to a <br />primary employer. <br />FINANCIAL IMPACT: Unknown <br />RECOMMENDATION: <br />recommended. <br />\ghdata\agenda\CC Rehnb policy.doc <br />That City Council approve the administrative policy as <br />Item No. 3 <br />
