CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 3, 1997 <br />TO: Honorable Mayor and City Council <br />APPROVAL: GraAHarmon, 1943 City Manager <br />FROM: <br />Community <br />Director <br />SUBJECT: Reprogramming of $56,797 of Community Development <br />Block Grant (CDBG) Funds from the activity, "Housing <br />Rehabilitation Loan Program" <br />DATE: May 19, 1997 <br />BACKGROUND: <br />One of the Community Development Block Grant (CDBG) activities approved by <br />the City Council for Fiscal Year 1996-97, was a project entitled, "Housing <br />Rehabilitation Loan Program." The proposed project was allocated $56,797 <br />from former Mayor George Fulp ($44,400) and former Third District <br />Councilmember Abe Beltran ($12,397). The intent of the project was to provide <br />either a grant or a Loan to assist homeowners with rehabilitation, renovation, <br />and/or address health and safety (building code) violations. <br />During the 1996-97 CDBG Public Hearing, residents of the south side of "G" <br />Street, between 11th and 121h Streets, were present to support a CDBG project in <br />the amount of $4,300 entitled, "Alley Improvements -between "G" and "H Streets, <br />from 11 th to 12th Streets." The proposed project was not funded, however, the <br />residents were assured that the alley would be improved utilizing other funding <br />sources. <br />The project, "Street Improvements -Laurel, Pennsylvania, and Olive Streets" was <br />funded from CDBG Fiscal Year 1996-97, in the amount of $53,000. However, <br />the project has been unable to proceed, due to a lack of sufficient funding. The <br />Public Works Department has indicated that an additional $18,064 is needed to <br />construct the improvements. <br />DISCUSSION/ANALYSIS: <br />Staff held two meetings with the County Economic and Community Development <br />(ECD) Department to discuss various options regarding the implementation of <br />the proposed program.
