CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 16, 1998 <br />TO: Honorable Mayor and City Coun <br />. • .� <br />FROM: . . •Community D lo nt Director <br />SUBJECT: Appeal of Planning Commission's Decision to Uphold <br />Conditions of Approval for File Index Number D-15-98, <br />Reche Canyon Rehabilitation Center. Inc., Parking Lot <br />Project. <br />DATE: June 8, 1998 <br />BACKGROUND: <br />On April 9, 1998, representatives for Reche Canyon Rehabilitation Center, Inc., 1350 Reche <br />Canyon Road, Colton, submitted an application for review and approval of a parking lot <br />expansion, to create 56 additional parking spaces. <br />On April 20, 1998, the project was reviewed by the Design Review Committee (DRC). The <br />project was approved, with conditions, including the City Engineer's requirement to complete a <br />drainage channel, that was a condition of approval when the Center was originally approved for <br />construction in 1990. The channel is a necessary improvement to help alleviate a portion of the <br />flooding in that area of Reche Canyon. It is especially critical now, since the new parking lot <br />would create additional run-off that would only acerbate the flooding problem, if not properly <br />mitigated. The required condition that is being appealed by the applicant is as follows: <br />CITY ENGINEER: <br />1. PRIOR TO THE ISSUANCE OF A BUILDING PERMIT OR THE INSTALLATION OF ANY <br />PAVING, THE DRAINAGE REQUIREMENTS PROVIDED IN THE ORIGINAL RECHE <br />CANYON CONVALESCENT CENTER HYDROLOGY STUDY BY HAROLD LANTIS, <br />P.E., (PHONE NUMBER (619) 741-0533), DATED MAY 7, 1990, SHALL BE <br />IMPLEMENTED. DRAINAGE IMPROVEMENT PLANS ARE REQUIRED BY THE <br />DEPARTMENT OF PUBLIC WORKS AND SHALL BE APPROVED BY THE CITY <br />ENGINEER BEFORE CONSTRUCTION. OFFSITE EASEMENTS MAY BE REQUIRED <br />TO IMPLEMENT THESE PROPOSED MITIGATION MEASURES. AN ALTERNATE <br />DRAINAGE SOLUTION IS PERMITTED, PREPARED BY A CALIFORNIA LICENSED <br />CIVIL ENGINEER AND APPROVED BY THE CITY ENGINEER. THE ALTERNATE <br />SOLUTION STUDY SHALL UPDATE THE ORIGINAL STUDY AND ESTABLISH THE <br />ALTERNATIVE METHOD FOR MITIGATION OF THE PROJECT IMPACTS WHICH <br />SHALL REPLACE CURRENT HYDROLOGY STUDY RECOMMENDATIONS WHICH <br />ARE DEEMED PART OF THE CONDITIONS OF APPROVAL OF THE PROJECT. THE <br />CONSTRUCTION OF ALL DRAINAGE MITIGATION MEASURES, SHALL BE <br />COMPLETED BEFORE THE PROJECT PAVING IS INSTALLED. <br />
