CLARKE, UTILITY DIRECTOR --'C� <br />SUBJECT: APPROVE REQUEST FOR RECRUITMENT AND RATIFICATION OF <br />EMPLOYEE APPOINTMENT TO THE FULL TIME POSITION OF <br />LEAD WASTEWATER OPERATOR IN THE UTILITY DEPARTMENT <br />DATE: JULY 21, 1999 <br />BACKGROUND: <br />The Regional Water Quality Control Board has required that the Wastewater Treatment Plant <br />employ one Lead Wastewater Operator. This requirement enables the City to have an employee <br />with a Grade IV Wastewater Treatment Certification supervising the Wastewater Treatment <br />Plant's weekend, holiday and vacation schedule. <br />DISCUSSION/ANALYSIS: <br />In the FY99-00 Wastewater Utility Budget, there are two (2) Lead Wastewater Operator positions <br />in the Utility Department. Currently one vacancy exists. Attached is the job description of the <br />classification; the salary range is $3,094 to $3,763 per month (per the <br />Classification/Compensation Study) for the position. <br />Recruitment for said position has not been conducted and an eligibility list needs to be <br />established. The candidate chosen will meet the education and experience requirements as <br />specified in the job description. <br />FINANCIAL IMPACT: <br />Funding availability for this position is contained in the Enterprise Fund of the FY99-00 <br />Wastewater budget as follows: Account No. 522-8200-8200-1010 (salary) and Account No. 522- <br />8200-8200-1100 (salary related benefits). <br />EXPECTED FILL DATE: <br />October 3, 1999. <br />CUSTOMER SERVICE IMPACT: <br />The position will be responsible for the daily operations and assignments of all operation crews, <br />and provide supervision on weekends, holidays and scheduled vacations.
