CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 3,1999 <br />TO: Honorable Mayor & City Council <br />APPROVAL: Henry Garcia, City Manager <br />a <br />FROM: Dennis Morris, Human Resource Director' <br />SUBJECT: Approve And Adopt The Amended "Merit Pay Plan" For The Executive Unit <br />And Approve A Consolidated Salary Resolution Containing All Units, With All <br />Of The 98/99 Updates. <br />DATE: July 26, 1999 <br />BACKGROUND: In October 1998 the City Council approved a compensation adjustment for Executive <br />Unit employees. In addition, over the last year there have been a number of compensation adjustments <br />approved by Council for all employee Associations/Unions. <br />DISCUSSION/ANALYSIS: In October 1998 the City Council approved a "merit pay" plan for the <br />Executive Unit based on them meeting their departmental goals and objectives for the fiscal years 1999/2000 <br />and 2000/2001. This "merit pay" plan consisted of creating an additional salary step at the top of each <br />Executive Unit's salary range rather than increasing the entire salary range. In subsequent review, each <br />Executive Unit employee is not at the top of the salary range and thus would not be eligible for "merit pay". <br />So as a result, we are recommending in lieu of just increasing the top of the salary range by 5%, increasing <br />instead each salary range of all Executive Unit salary schedules by 5% in the fiscal years 1999/2000 and <br />2000/2001. Each Executive Unit member would still only be eligible for the "merit pay" if they met their <br />departmental goals & objectives as determined by the City Manager. <br />In addition, over the last year the City Council has approved compensation adjustments for all of our <br />employee Associations/Unions. The attached salary resolution consolidates all of the salary changes into <br />one (1) comprehensive salary resolution, with all salary ranges that are effective July 1, 1999. <br />FINANCIAL IMPACT: The change to the executive salary ranges would increase the cost by <br />approximately $28,785 per year over what was previously approved by the City Council. The financial <br />impact of the consolidated salary resolution was already discussed when the changes were approved by the <br />City Council, adequate funds for the original decision were budgeted in the salary and benefit accounts of <br />each affected department for the next two (2) fiscal years. <br />RECOMMENDATION: Staff recommends that the City Council authorize the City Manager to increase <br />each Executive Unit salary range by 5%, effective July 1, 1999 and July 1, 2000.
