CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of December 7, 1999 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: HENRY T. GARCIA, CITY MANAGERi <br />FROM: THOMAS K. CLARKE, UTILITY DIRECTOR OAA 4v - <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT EMERGENCY <br />CONDITIONS EXIST AT WELL #23, DELEGATING' AUTHORITY TO THE UTILITY <br />DIRECTOR TO ORDER ACTIONS REQUIRED AND AUTHORIZE PAYMENT IN AN <br />AMOUNT NOT -TO -EXCEED $70,000 TO TRI -COUNTY PUMP COMPANY FOR THE <br />REPAIRS TO THE WELL <br />DATE: NOVEMBER 17, 1999 <br />BACKGROUND: <br />Each fiscal year, the Water Department obtains a term purchase order to Tri -County Pump Company for <br />minor repairs to the water system. The purchase order repairs cannot exceed $5,000 per each repair, up <br />to a total of $15,000. Well #23 (Well) is one of the City's largest water -producing wells. The Well is <br />essential in the Water Department's ability to provide adequate water and fire flows to the Central Zone, <br />which serves customers in the Downtown, South Colton, La Loma Hilly , and Cooley ranch areas. <br />DISCUSSION/ANALYSIS: <br />On November 10, 1999 the Well began a serious leak, and it had to be shut down. A quote was <br />obtained from Tri County Pump Company for pulling and inspection of the Well in the amount of $3,300. <br />The cost for pulling the Well increased due to the problems encountered when the Well shaft could not <br />be removed in one piece. A new quote in the amount of $7,222.50 for pulling and inspecting the Well <br />was received on November 17, 1999, and approved by the Utility Director. In addition an estimated <br />quote for repairing the Well was also received. The Utility Director approved the emergency repairs to <br />begin as soon as it is pulled. <br />Section 22050 of the Public Contract Code allows the Council to pass, a resolution by a four-fifths vote of <br />its membership declaring that emergency conditions existed and dglegating authority to order actions <br />required by that emergency without giving notice for bids to let contracts. <br />FINANCIAL IMPACT: <br />The FY99-00 Water Budget includes sufficient funds in the Production Maintenance Account No. 521- <br />8100-8101-2411 to cover the cost of repairs. <br />RECOMMENDATION: <br />Staff recommends that Council ratify and adopt the attached Resolution Declaring Emergency Conditions <br />at Well #23, the delegating authority to the Utility Director to order actions required, and authorize <br />payment in an amount not -to -exceed $70,000 to Tri County Pump Company for the repairs to the Well. <br />Report Prepared By: Lorraine June <br />cmdW23repairs <br />Page 1 of 1 <br />Item #18 <br />
