CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF FEBRUARY 16r 1999 <br />To: Honorable Mayor and City Coy cil <br />Approval: Henry T. Garcia, City Manager <br />From: Kathy A. Kivley, Assistant to the City Manager <br />Subject: Resolution supporting the Inland Valley Development Agency (IVDA) <br />authorizing application for Local Area Military Base Recovery Area <br />(LAMBRA) designation <br />Date: February 1, 1999 <br />BACKGROUND <br />In February 1990, the County of San Bernardino and the cities of Colton, Loma Linda and San Bernardino <br />entered into a joint powers agreement establishing the Inland Valley Development Agency (NDA). The <br />NDA was established to mitigate the impacts of the closure of Norton Air Force Base (NAFB) and <br />facilitate the redevelopment of this area. To aid communities throughout California with base reuse <br />issues, legislation was adopted in 1994 authorizing the establishment of five (5) LAMBRA zones <br />throughout the State of California. The program in these zones provides tax credits, relaxes regulatory <br />and permitting process and directs the creation of incentives to benefit employers locating their business <br />on closed military bases. <br />DISCUSSION /ANALYSIS <br />In 1998, the California legislature authorized an increase of three (3) zones in the number of base reuse <br />designations under LAMBRA. In a letter received from the California Trade and Commerce Agency (State <br />Department responsible for this program), dated November 30, 1998, SBIAA was invited to submit an <br />application for designation of NAFB as a LAMBRA zone. On December 9, 1998, the NDA Board adopted <br />Resolution 98-23 authorizing the submission of an application for this designation. In order to facilitate <br />NDXs LAMBRA application and demonstrate support for the application, you are requested to adopt the <br />attached resolution. <br />FINANCIAL IMPACT <br />There is no cost to the City of Colton for submission of the application. <br />REVIEW BY OTHER DEPARTMENTS <br />The City Attorney reviewed the attached resolution as to form and content. <br />RECOMMENDATION <br />Adopt Resolution No�'/'?--9authodzing the submission of the preliminary application by the Inland Valley <br />Development Agency to the California Trade and Commerce Agency for Local Area Military Base <br />Recovery Area designation at the former Norton Air Force Base in San Bernardino, California. <br />Attachment: Resolution No. r/ 9 <br />City Council Resolution LAMBRA 21699.doc <br />Item # 14 <br />
