CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING June 15,1999 <br />TO: Honorable <br />APPROVAL: Henry Garcia, Ciry Manager <br />FROM: Dennis Morris, Human Resource Director � J� <br />Si7BJECT: Approval Of Amendment Md Reorganizallon To Resolution 2240 "Personnel <br />System Rules And Regulations" And The Amendment Of Ordinance No. 1122 <br />"Civil Service System". <br />DATE: June 8,1999 <br />The City of Colton Peisonnel Rules and Regulations and the Civil Service Ordinauce have not been reviewed or <br />updated since 1962, hence they are in need of consolidation and reorganization. <br />DISCUSSION/ANALYSIS: <br />One of the most visible pmblems with rule compliance is that the Adminishative Policy Manual is confusing to <br />anyone seeking cleaz, complete procedures. Some rules are referenced throughout the manual rather than having <br />all of the infom�ation on one subject in one area. In addifion, the Civil Service Ordinance contained items that <br />should be reorganized to be included in the Pecsonnel Rules and Regulations; and the Pex�onnel Rules and <br />Regulations contained items that needed to be included in the Civil Service Ordinance. To make the ntles easier <br />to interpret for enforceability, the attached revised Pex�onnel Rules and Regulauons and the Civil Service <br />Ordinance has been reorgaziized with �reviousjy �pproved revisions (no actual changes were made), in order to <br />gather like information for quick and accurate reference. All resolutions making changes to the 1962 version are <br />now referenced in the updated version. <br />With this revision/re-organization, this will be our first step in completing a new Administrative Policy Manual <br />that will be more "user friendly" and assist ow staff with the tools to adnrinister the rules.
