Kivley, Assistant to the City Manager <br />Subject: Resolution Supporting Development of a Region <br />Date: March 10, 1999 <br />BACKGROUND <br />The cities and counties in Southern Califomia, working through the Southern California Association of <br />Governments (SCAG) and its Aviation Task Force, propose to prepare a long-range Regional Airport Plan <br />for Southern California. The proposed plan will include one or more fully developed alternative that <br />distributes the growth in airline passengers and cargo operations. The hope is this growth will be <br />distributed among the region's commercial aviation facilities in the Inland Empire including the high <br />desert. <br />DISCUSSION /ANALYSIS <br />Recently the Los Angeles Department of Airports (LAPA) initiated a revision of the Masterplan for Los <br />Angeles Internation Airport (LAX) advocating expansion of LAX. The plan proposes to increase the <br />number of passenger trips per year from 60 million to approximately 98 million. The plan additionally <br />reflects an increase in cargo activity per year from 1.7 million tons to 4.2 million tons. This expansion <br />could cost as much as $12 billion. The SCAG General Assembly is scheduled to begin discussions on this <br />issue at their April 8, 1999 meeting. <br />There is concern among the transportation agencies and airport representatives in the Inland Empire <br />whether SCAG will actual complete an objective review of alternatives to a major expansion of LAX. As <br />part of the regional strategy, an Ad Hoc Inland Empire Committee was formed to address the concerns. <br />On March 3, 1999, and March 10, 1999, the San Bernardino Associated Governments (SANBAG) and San <br />Bernardino International Airport Authority (SBIAA) respectively, adopted the attached resolution. The <br />resolution, among other things, requests SCAG affirm a policy to encourage development of aviation <br />facilities in area experiencing high growth and lower infrastructure costs. Additionally the resolution asks <br />SCAG to give full consideration to freight and passenger ground access, economic and environmental <br />opportunities and impacts associated with each alternative. <br />FINANCIAL IMPACT <br />There is no financial impact associated with the adoption of the resolution. Potential impacts to the <br />available dollars for regional transpiration improvement projects within the Inland Empire are anticipated <br />should SCAG allow the expansion of LAX. <br />RECOMMENDATION <br />Adopt Resolution supporting certain actions taken by San Bernardino Associated Governments in the <br />development of a regional airport plan for Southern California. <br />Attachment: Resolution <br />City Council Reports LAX Exp 32699.doc <br />Iteln # 18 <br />
