CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF JANUARY 18, 2000 TO: Honorable Mayor and City Council APPROVAL: 4a. ia, City a er FROM: amor Develo irector SUBJECT: Award consulting contract for the preparation of an Updated Housing Element and new Historic Preservation Element J DATE: January 5, 2000 BACKGROUND: State law requires that the City of Colton prepares and submits an updated Housing Element by June 30, 2000. In addition, the City has expressed the desire to have a Historic Preservation Element prepared, subject to available funds. DISCUS SION/ANALYSIS: On September 14, 1999, we distributed an RFP (Request For Proposals) to consultant firms, and advertised in the Sun Telegram and Riverside Press Enterprise on two separate dates during the proposal period. On November 8, 1999, we received six responses. A Review Committee, comprised of Planning and Redevelopment Agency Staff, evaluated the proposals and selected three of the six responding firms for an interview. The firms selected for interview were: 1. The Lightfoot Planning Group 2. Terra Nova Planning & Research, Inc. 3. Willdan Associates . Housin&Preservation Total Fee $46,824 / $20,950 $67,774 $34,900 / $16,460 $51,360 $26,558 / $25,065 $51,623 On Wednesday, January 5, 2000, Planning and Redevelopment Agency staff conducted interviews with each of the three candidates. Evaluation criteria included elements contained in the proposal as well as the oral presentation. These were as follows: a) the consultants understanding of the project and the relevant environmental processes required for this type of project, b) professional qualifications and experience, c) specific experience in preparing Housing Elements and Historic Preservation Elements d) schedule of completion, e) sensitivity to community needs and citizen participation, and f) cost. Of the three firms interviewed, The Lightfoot Planning Group's proposal and presentation were most germane to the evaluation criteria. Staff consensus was the selection of The Lightfoot Planning Group to be the consultant to be recommended for Council consideration to prepare the Updated Housing Element and the Historic Preservation Element.
