CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 18, 2000 <br />TO: Honorable Mayor and City Council <br />APPROVAL: 4a. <br />ia, City a er <br />FROM: amor Develo irector <br />SUBJECT: Award consulting contract for the preparation of an Updated Housing Element <br />and new Historic Preservation Element <br />J DATE: January 5, 2000 <br />BACKGROUND: <br />State law requires that the City of Colton prepares and submits an updated Housing Element by <br />June 30, 2000. In addition, the City has expressed the desire to have a Historic Preservation <br />Element prepared, subject to available funds. <br />DISCUS SION/ANALYSIS: <br />On September 14, 1999, we distributed an RFP (Request For Proposals) to consultant firms, and <br />advertised in the Sun Telegram and Riverside Press Enterprise on two separate dates during the <br />proposal period. On November 8, 1999, we received six responses. <br />A Review Committee, comprised of Planning and Redevelopment Agency Staff, evaluated the <br />proposals and selected three of the six responding firms for an interview. <br />The firms selected for interview were: <br />1. The Lightfoot Planning Group <br />2. Terra Nova Planning & Research, Inc. <br />3. Willdan Associates . <br />Housin&Preservation Total Fee <br />$46,824 / $20,950 $67,774 <br />$34,900 / $16,460 $51,360 <br />$26,558 / $25,065 $51,623 <br />On Wednesday, January 5, 2000, Planning and Redevelopment Agency staff conducted <br />interviews with each of the three candidates. Evaluation criteria included elements contained in <br />the proposal as well as the oral presentation. These were as follows: a) the consultants <br />understanding of the project and the relevant environmental processes required for this type of <br />project, b) professional qualifications and experience, c) specific experience in preparing <br />Housing Elements and Historic Preservation Elements d) schedule of completion, e) sensitivity <br />to community needs and citizen participation, and f) cost. <br />Of the three firms interviewed, The Lightfoot Planning Group's proposal and presentation were <br />most germane to the evaluation criteria. Staff consensus was the selection of The Lightfoot <br />Planning Group to be the consultant to be recommended for Council consideration to prepare the <br />Updated Housing Element and the Historic Preservation Element. <br />Item i6 <br />
