Garcia, City Manage <br />FROM: David Michael Davis, City Librarian 00 <br />Dennis Morris, Human Resource Directori)GI . <br />SUBJECT: Request for Recruitment, Ratification of Employee Appointment, and Adjustment <br />of Salary Rate for the Upgraded Position of Assistant City Librarian <br />DATE: May 22, 2000 <br />BACKGROUND <br />There will be one (1) vacant Principal Librarian position in the Library Department as of June 30, <br />2000 due to a retirement. I have requested, and both the City Manager and Library Board of <br />Trustees have agreed, that this position should be upgraded to an Assistant City Librarian <br />position. Attached is the proposed job description for this classification. The proposed salary <br />range for the Assistant City Librarian is $3,487 to $ 4,237 per month. <br />DISCUSSION/ANALYSIS: <br />With the soon-to-be vacancy of one Principal Librarian, I have requested that this position be <br />upgraded to an Assistant City Librarian position. This position would function as a working <br />assistant to the City Librarian—that is, someone to help with the six-day, sixty -hours per week <br />activities and supervision of the Library. This would not be an "additional" position, but rather an <br />upgrade of one "current' position. Of special note – this person would supervise the other <br />current Principal Librarian; therefore, it requires a salary range approximately 7%z% higher than <br />that of a Principal Librarian. <br />The Human Resource Director has evaluated the new position and is in agreement with both the <br />proposed salary range and job description. Recruitment for the position of Assistant City <br />Librarian will be conducted and an eligibility list established upon Council approval. The <br />candidate chosen will meet the education and experience requirements as specified in the job <br />description. <br />ENVIRONMENTAL IMPACT: <br />None. <br />FINANCIAL IMPACT: <br />Funding availability for the approved general fund position of Principal Librarian is in the fiscal <br />year 1999/2000 budget as follows: Account # 100-6250-6250-1010 (Additional yearly salary <br />expense of $3,612) and Account # 100-6250-6250-1100 (Additional yearly benefit expense of <br />$1,264).
