CITY OF COLTON AGENDA REPORT Council Meeting of March 21, 2000 TO: Honorable Mayor and Council Members APPROVAL: Henry T. Garcia, City Manage FROM: Daryl J. Parrish, Assistant City Manager Amendment to the Joint Use Agreement Between the City of Colton and the Colton Joint Unified School District for the Joint Use of Facilities at the East Lower Field at McKinley Elementary School DATE: March 13, 2000 BACKGROUND: In August 1985 the City of Colton and the Colton Joint Unified School District approved an agreement for the joint use of the East Lower Field at McKinley Elementary School (the "lower field"). The primary user of the lower field is the Colton Tee Ball League, a youth sports league in the community. Recently, there has been some confusion regarding maintenance and other responsibilities at the lower field that are not adequately addressed in the existing Joint Use Agreement. On November 22, 1999 City staff met at the lower field with School District staff to discuss these issues in person. As a result of that meeting District staff agreed to prepare a draft of the salient points discussed at that meeting for review and discussion. That draft was delivered to City staff on January 6, 2000. DISCUSSIONIANALYSIS: The existing Joint Use Agreement is segmented into twelve (12) individual paragraphs. The following are those paragraphs where staff is recommending that amendments be made. For those paragraphs not specifically mentioned we are recommending that they remain the same. Paragraph #3: Currently, the agreement states that "the District's representative and the City's representative shall meet as necessary to transact business in accordance with this agreement." We are suggesting the following amendment. Specify by office as to who the District's Representative(s) and the City's Representative(s) will be. For the District, the representative will be the District Facilities Office and for the City, the representative will be the City Manager's Office.
