Parrish, Assistant City Manager IF <br />SUBJECT: Joint Use Agreement for Facility Use Between the Colton Joint <br />Unified School District and the City of Colton for Use of the Colton <br />Community Center Swimming Pool <br />DATE: March 13, 2000 <br />BACKGROUND: <br />In January of 1998 the City Council and the Colton Joint Unified School District Board <br />approved a Joint Use Agreement for Facility Use to allow Colton High School water <br />sports programs (specifically the swim and water polo teams) to use the Colton <br />Community Center Aquatics Facility. The agreement approved in 1998 provided that <br />the District was to pay for 50% of the costs of heating the pool, or essentially, the <br />District was to pay 50% of the total gas bill. <br />On December 7, 1999, the City Council directed staff to do work with the Colton Joint <br />School District staff in the preparation of a new agreement that would enable the <br />Colton High School swim team to use the pool in the Spring (of 2000) and the <br />suggestion was made by then Mayor Gaytan to offset the costs for heating the pool in <br />exchange for "in-kind" services. Examples of such services include but are not <br />necessarily limited to the City's use of District facilities such as the Colton High School <br />Stadium for its annual birthday celebration, or using various school multipurpose rooms <br />for community meetings <br />DISCUSSION/ANALYSIS: <br />Salient points of the agreement are as follows: <br />District agrees to pay up to 50% of the heating costs of the pool facility. Such payment <br />will be made by offsetting such costs against the costs of services normally provided by <br />the District to the City. With respect to offsetting up to 50% of the heating costs for the <br />pool, such offsets may occur between March 21, 2000 and December 31, 2000. <br />District agrees to provide certified and qualified lifeguard service when they are using <br />the pool. <br />District will provide all necessary pool/sports equipment to be utilized during the swim <br />program. <br />Item #21 <br />
