CLARKE, UTILITY DIRECTORG -�C <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT <br />EMERGENCY CONDITIONS EXISTED IN SEWER LINES ON <br />NORMAN ROAD, AND DELEGATING AUTHORITY TO THE UTILITY <br />DIRECTOR TO ORDER ACTIONS REQUIRED AND AUTHORIZE <br />CHANGE ORDER NO. 3 TO EL -CO CONTRACTORS IN THE <br />AMOUNT OF $375,568 FOR THE INSTALLATION OF SEWER <br />AND WATER LINES IN NORMAN ROAD <br />DATE: MAY 4, 2000 <br />BACKGROUND: <br />On October 19, 1999 Council awarded EI -Co Contractors the FY99-00 Water Line <br />Installation Project in the bid amount of $1,102,255. As a result of extra work <br />requested by the City, two change orders that were less than 10% of the contract, were <br />approved by the Utility Director, making a contract total amount of $1,196,196.45. <br />DISCUSSION/ANALYSIS: <br />At this time, there is no sewer line in Norman Road, instead the sewer lines serving the <br />area are located in three 10' utility easements running behind the homes. When these <br />sewer lines were originally installed, the property lines were intended to end before the <br />10' utility easements. It is not known if the easements were to become alley ways, but <br />for whatever reasons, the easements were encroached upon by the property owners; <br />and are no longer accessible due to fencing and other structures being placed on top of <br />the sewer lines. The sewer lines cannot be cleaned or repaired, and at least one of the <br />sewer lines is collapsing, resulting in sewage backup into homes. The new sewer line <br />installation will require the City to reconfigure the residents' sewer laterals from the <br />back of the home to the front and connect them to the new sewer line. This would be <br />done at the City's expense. At the March 7, 2000 Council meeting, Krieger and Stewart <br />were authorized to prepare the design specifications. <br />One of the sewer lines is beginning to collapse, and has caused sewage backup, it is <br />imperative to replace the sewer line now, before severe damage occurs. In addition, <br />the water line in Norman Road from Oak Street to Laurel Street needs to be replaced. <br />A cost savings would be realized with the water line and sewer line being replaced at <br />the same time. <br />Page 1 of 2 <br />Item #12 <br />
