CLARKE, UTILITY DIRECTOR _<M� <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT EMERGENCY <br />CONDITIONS EXISTED AT THE CITY'S 24" WATER TRANSMISSION LINE, <br />AND DELEGATING AUTHORITY TO THE UTILITY DIRECTOR TO ORDER <br />ACTIONS REQUIRED AND AUTHORIZE PAYMENT IN THE AMOUNT NOT - <br />TO -EXCEED $34,104 <br />DATE: MAY 4, 2000 <br />BACKGROUND: <br />A 24" water transmission line extends from the City's northern well fields south into the City. <br />The transmission line crosses the intersection of La Cadena Drive, Bordwell Street and Laurel <br />Street. Located at various locations along the water transmission line are valves that allows <br />the Water Division to stop the water from flowing at any given point, when needed. <br />DISCUSSION/ANALYSIS: <br />The construction of a new sewer main in Laurel Street from the railroad tracks east to Bordwell <br />Street and La Cadena Drive was halted due to the Water Division's inability to stop the flow of <br />water in the transmission line. It has been determined that the valves need to be replaced. In <br />order to do so, two plugs must be inserted into the transmission line to stop the flow of water <br />during the installation of the new valves. Only three companies perform this type of service, <br />and a quote was requested from each, however only two responded. Listed below are the <br />results: <br />1. International Flow Technologies $18,900 <br />Cost for additional days beyond <br />estimated time to complete installation <br />of valves $625 <br />2. Kopple Company - Flowserve $19,807 <br />Cost for additional days beyond <br />estimated time to complete installation <br />of valves $850 <br />The Water Division is not equipped to install the size of valves required for the transmission <br />line. Therefore, a quote was obtained from a local contractor who is able to install the needed <br />valves.
