Resolution of Intent to Form The Landscape Lighting and Maintenance District No. 2 and to Levy and Collect Assessments and Calling a Property Owner Protest Proceeding to Submit to the Qualified Property Owners within Such District the Question of Levying Such Assessments And Establishing an Assessment Range Formula for Such District for Fiscal Year 2002/2003. DATE: November 26, 2001 BACKGROUND: The City Council previously formed a Landscape and Lighting Maintenance Assessment District No. 1. This formation was accomplished pursuant to the provisions for Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code of California. This Act provides for the levy and collection of assessments by the County of San Bernardino for the City of Colton to pay the maintenance and services of lighting, landscaping, and all appurtenant facilities and operations related to the LLMD No. 1. Because the City has continued to grow, it is now time to form a new, second Landscape Lighting and Maintenance District to be designated as District No. 2. A second District will better serve the needs of the new residential homes located there. This new District would be located in Councilmanic District No. 1. Its area would include the new Pacific Century Homes development, and an existing portion of the Young Homes tract along Del Giorgio Drive and John Juarez Way not originally incorporated into LLMD No. 1. Also 20 new Young Homes to be built east of Pepper Street and south of Poema Drive. LLMD Agenda 11/28/01
