Kenny, Director of Parks, Recreation and <br />Family Services (j <br />SUBJECT: Three Resolutions, 1.) Resolution Initiating <br />Proceedings, 2.) Preliminary Approval of the <br />Engineer's Report, 3.) Resolution of Intent to Form <br />The Landscape Lighting and Maintenance District <br />No. 2 and to Levy and Collect Assessments and <br />Calling a Property Owner Protest Proceeding to <br />Submit to the Qualified Property Owners within Such <br />District the Question of Levying Such Assessments <br />And Establishing an Assessment Range Formula for <br />Such District for Fiscal Year 2002/2003. <br />DATE: November 26, 2001 <br />BACKGROUND: <br />The City Council previously formed a Landscape and Lighting Maintenance Assessment <br />District No. 1. This formation was accomplished pursuant to the provisions for <br />Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways <br />Code of California. This Act provides for the levy and collection of assessments by the <br />County of San Bernardino for the City of Colton to pay the maintenance and services of <br />lighting, landscaping, and all appurtenant facilities and operations related to the LLMD <br />No. 1. <br />Because the City has continued to grow, it is now time to form a new, second Landscape <br />Lighting and Maintenance District to be designated as District No. 2. A second District <br />will better serve the needs of the new residential homes located there. This new District <br />would be located in Councilmanic District No. 1. <br />Its area would include the new Pacific Century Homes development, and an existing <br />portion of the Young Homes tract along Del Giorgio Drive and John Juarez Way not <br />originally incorporated into LLMD No. 1. Also 20 new Young Homes to be built east of <br />Pepper Street and south of Poema Drive. <br />LLMD Agenda 11/28/01 <br />
