CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting. of December 18, 2001 <br />Item # 7 <br />TO: Honorable Mayor and City Council <br />FROM: Ronald C. Kenny, Director of Parks, Recreation & Family <br />Services <br />SUBJECT: Approval of Restroom and Drainage Improvements at <br />Elizabeth Davis Park <br />nATF- 4.11: .1nn4 <br />For a number of years the restrooms at Elizabeth Davis Park have been inadequate. <br />They do riot meet the Americans with Disabilities Act standards, (ADA), they are too <br />small to serve Carl Rimbaugh Girl's Softball, (a primary user of the Davis Park <br />facilities), and they have been repeatedly vandalized, and show numerous signs of <br />decay. <br />Drainage directly' behind the backstop of the main field has also been a continuous <br />problem. Water periodically runs down from the northern portion of the park causing <br />streams and puddles behind the backstop; around the snack bar and the bleachers. <br />This area is covered in asphalt and shows definite signs of cracking and erosion. <br />The City` Council' and the Recreation & Parks Comrnission have designated the <br />construction of new restrooms in Davis Park to be their number one priority. Staff is <br />proposing to use the same design which architects with Gary Miller and Associates <br />created for the Cesar Chavez Park restrooms, To do so would save the City <br />approximately $8,0100 in design costs. The design allows for five stalls on the <br />women's and a combination of five stalls and urinals on the men's side. Both sides <br />will have two sinks. The restrooms would be located' between the left field fatal line of <br />the main field and the current tot lot and tennis courts. <br />The drainage system would provide five drains around the backstop and snack bar <br />area. All areas currently in asphalt would be replaced with concrete frorn the <br />backstop area to the edge of the parking lot allowing for a permanent, low <br />maintenance and aesthetically pleasing facility: <br />Because Karl Rirnbaugh Girl's Softball begins league, play the end of March, staff is <br />recommending that the project be split into two phases. The first would be the <br />construction of the restrooms. The drainage portion would be completed after the <br />completion of the league season in late June. <br />
