Barrera, City Clerk <br />SUBJECT: Agreement for Consultant Services for the Preservation of Historic <br />Landmarks <br />DATE: August 6, 2002 <br />BACKGROUND: <br />In August 2001, the City entered into a professional services contract with Archaeological <br />Consulting Services ("ACS") to identify and evaluate historical resources within the City for <br />potential designation as historic landmarks. These services were to be provided in support <br />of the City of Colton Historic Designation Project, which is under the direction of the City's <br />Historic Preservation Commission. This project is ongoing and requires the continuing <br />services of a historic preservation consultant to assist in identifying and evaluating historic <br />resources. <br />DISCUSSION/ANALYSIS: <br />The original contract between the City and ACS for historic preservation consulting <br />services was for identifying and evaluating a specified number of properties as potential <br />historic landmarks. The Historic Preservation Commission has continued to receive <br />applications for designating properties as historic landmarks. City staff anticipates that the <br />Commission will continue to receive such applications over the next few years. Because <br />the City requires highly specialized services to assist in evaluating the properties that are <br />the subjects of these applications, City staff desires to continue the contractual relationship <br />with ACS by entering into a new agreement for a term of three (3) years. <br />The proposed agreement with ACS would be a sole source contract not requiring <br />competitive bidding. ACS provides highly specialized services and possesses unique skills <br />for completing the necessary tasks required by the City. In addition, ACS has already <br />performed this type of work for the City and is uniquely familiar with the work that will be <br />required under the proposed agreement. Further, ACS is the only consultant in the area <br />with the required skill and experience to perform the needed services. Therefore, no <br />competitive advantage to the City would result from seeking the required consultant <br />services through competitive bidding. <br />RVPUMNGS\636759 <br />-1- <br />
