Item #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF December 3,2002 <br />TO: Honorable Mayor and City Council <br />Recreation & Parks Commission <br />PARED BY: Ron Kenny, Director of Parks, Recreation & Family Services <br />ECT: Approval of Ordinance to Amend Chapter 2.30 of the Colton <br />Municipal Code to Allow the Appointment of Youth Commissioners <br />to City Commissions <br />DATE: <br />BACKGROUND: <br />2002 <br />Recently the Recreation and Parks Commission considered the possibility of appointing <br />a youth commissioner to work with the Commission in an effort to bring the youth of Colton <br />into the governmental process. Discussions took place with City staff regarding the <br />appropriate method of appointing a youth commissioner. After reviewing the applicable <br />City ordinances, staff agreed that such an appointment would require a minor amendment <br />to the Colton Municipal Code to provide City Council with the proper authority to appoint <br />youth commissioners. <br />DISCUSSION/ANALYSIS: <br />Section 2.30.020 of the Colton Municipal Code clearly states that City commissions are to <br />be comprised of seven members. Although a youth commissioner would be acting only <br />in an advisory role, City staff felt that using the title of "commissioner' for the youth position <br />might cause confusion by inferring that a youth commissioner was an additional voting <br />member of a City commission. Staff preferred to keep the title of "commissioner' in order <br />to encourage participation by students. However, to avoid confusion over the title of <br />"commissioner," staff agreed that the practical approach would be to amend Section <br />2.30.020 to specifically allow for the appointment of "youth commissioners" in a non-voting, <br />advisory capacity. <br />The Recreation and Parks Commission had previously discussed specific aspects of <br />appointing a youth commissioner to the existing Commission and concluded the following: <br />(1) Two (2) youth commissioners could be appointed. <br />(2) The youth commissioners must be high school students, who are Colton <br />residents. <br />
