Item #23 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF December 3, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Recreation & Parks Commission <br />SUBJECT: Rehabilitation of Veteran's Park Ball Field and Request for Sewer <br />Connection <br />DATE: November 27, 2002 <br />BACKGROUND <br />In July of 2001, the City of Colton approved an agreement with FHJ General Partnership, Cutting <br />Edge Supply, Inc. for the exchange of two parcels of land. The City's parcel had been used as a <br />parking lot for the Veteran's Park ball field with access off of Congress Street. The Cutting Edge <br />parcel was to become a new City parking lot adjacent to the field on the north and Congress Street <br />to the south. <br />Several weeks ago, Cutting Edge Supply approached the City requesting the demolition of the <br />existing concrete block bleachers and one dugout, which sit on or very near the new property line. <br />They felt that additional distance between the two property owners would be beneficial for both <br />parties. They also felt that the deteriorating condition of the ball field amenities and accompanying <br />illegal activity was now rendering them expendable. Cutting Edge also requested approval to <br />trench across the City's proposed parking site so that they might make a sewer connection from <br />their new project site to a location on Congress Street. <br />DISCUSSION/ANALYSIS: <br />The bleachers and dugouts are approximately forty years old and were built by the City. In the last <br />few years they have fallen into disrepair due to vandalism, age and the lack of funding for repairs. <br />The structures also provide secluded places for individuals to hide out of view and are an attractive <br />destination for illegal activities after dark. <br />Staff from Wastewater, Engineering and Parks, Recreation & Family Services met on site with the <br />applicant to discuss his trenching and sewer connection requests. It was felt by all present that the <br />proposal was acceptable. <br />The Recreation and Parks Commission is recommending the demolition of all three structures. <br />Once demolished, the bleachers would be replaced with new aluminum bleachers. The dugouts <br />would be replaced with new chain link structures with new benches, similar to those on other City <br />ball fields. A new ADA approved drinking fountain would replace the existing fountain near the <br />
