Such uses are causing wear and tear on such property and require extensive City <br />staff time to provide coordination, as well as traffic and crowd control. <br />Concerned with this increase, a City staff team was assembled to draft an ordinance that would <br />provide uniform permit procedures for all special events within the City, to promote community <br />involvement and pride, and to ensure that all such special events are conducted in a safe and <br />orderly fashion to benefit all those who live and visit the City. <br />For the past several months, the City Attorney and the City staff team have met several times to <br />discuss and revise the proposed Ordinance. <br />DISCUSSION/ANALYSIS: <br />Below is a brief overview of the changes this Ordinance proposes to make to Chapter 5.44. <br />Currently, Chapter 5.44 provides that all outdoor festivals and special event applications must <br />be approved by the City Council. This Ordinance, however, would establish a Special Events <br />Committee, composed of representatives from each City department, which would meet on an <br />as -needed basis to approve or deny special event applications. This Ordinance would also <br />allow for appeals to be heard by the City Council or the City Manager (or other neutral hearing <br />officer). <br />Chapter 5.44 currently regulates only outdoor festivals and special events, such as carnivals, <br />circuses, concerts, etc. This Ordinance, however, would provide uniform permit procedures and <br />requirements for such large special events, as well as smaller events conducted within the City. <br />Special events would be divided into three distinct categories: (1) major special events (i.e., <br />carnivals, parades, festivals); (2) minor special events (i.e., 5k/10k races, block parties, etc.); <br />and (3) miscellaneous special events (i.e., use of any City facility). Also, depending upon which <br />category a special event may fall into, different application deadlines and notice requirements <br />apply. <br />This Ordinance would also provide the City with additional safeguards.
