Zamora, Communiry Development Director <br />U <br />SUBJECT: Approval of a Professional Services Agreement with Tom Dodson & <br />Associates (TDA) to Provide Professional Environmental <br />Services/CEQA Processing for the Proposed Big League Dreams <br />Communiry Sports Park and a Proposed Bio-Solid Processing Facility <br />DATE: January 8, 2002 <br />BACKGROiJND: <br />The City Council has previously approved three sepazate agreements to construct and manage a <br />Big League Dreams Communiry Sports Park that include (a) License Agreement, (b) <br />Fields/Courts Lease, and (c) Structures Lease. The proposed park with additional commercial <br />development will be located on approximately 20 acres of property that includes vacant land and <br />the former site of the Movieland Frontier Town, at the northeast corner of Meridian Avenue and <br />Valley Boulevard. <br />In addition to the above proposed project, staff has received a Development Application from <br />Jim Sullivan, President of Inland Empire Composting regazding the expansion/addition of an <br />additional 22.4 acres (for a proposed bio-solid processing facility) adjacent to the company's <br />previously approved Inland Composting and Organic Recycling Faciliry at 2300 South Riverside <br />Avenue. <br />Both proposed projects require the City to comply with the California Environmental Qualiry Act <br />(CEQA) to assess any potential environmental impacts. The Community Sports Pazk and the <br />additional commercial parcels are located on vacan[ property that has been identified as potential <br />habitat for the Dellu sands flower-loving fly (DSF), by the U.S. Fish and Wildlife Service <br />(FWS). The DSF is a federally listed endangered species. The proposed project will also require <br />the preparation of an Environment Assessment under the Federal National Environmental Policy <br />Act (NEPA)for all of the proposed developments and will also require the City to obtain an <br />Incidental Take Pemut (ITP) from the FWS. <br />The proposed expansion/addition to the Inland Composting and Organic Recycling Facility will <br />be located on 22.4 acres of land that was previously used as the Christmas Tree Farm, located at <br />2110 Agua Mansa Road. In order to define the appropriate CEQA process for modifying the <br />previously approved composting and organic recycling facility, an Initial Study is required. <br />
