CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF March 26, 2002
Mayor & City Council
APPROVAL: Daryl Parrish, City Manager
FROM: Teresa S. Delgado, Human Resources Manager
Item #10
SUBJECT: Approve And Adopt A Consolidated Part -Time Salary Resolution, Including
Increases For Certain Positions.
DATE: March 26, 2001
BACKGROUND:
The State minimum wage was increased to $6.75 per hour as of the January 01, 2002 and a new Child Care
Director has been hired. Because of the need for qualified lifeguards, a salary study was completed by the
Human Resources Division.
DISCUSSION/ANALYSIS:
There are four (4) part-time positions that are below the new State minimum wage; the Community Child
Care Teacher's Helper, Library Page, Recreation Leader, and Work Trainee positions.
An "internal" relationship exists between the Community Child Care Teacher's Helper, Community Child
Care Teacher's Aide and the Community Child Care Teacher. A 5% increasebas been applied accordingly.
The proposed recommendation will bring all positions that are under the mandated minimum wage, to the
current requirements and retain the existing internal relationships.
An "internal" relationship also exists between the Recreation Leader, the Senior Recreation Leader and the
Recreation Specialist. A 5% increase has been applied accordingly. The proposed recommendation will
bring the positions that are under the mandated minimum wage, to all current requirements and retain the
existing internal relationships.
An Interim Child Care Manager position was created until the vacancy in the Child Care Division could be
filled. The Child Care Manager vacancy has been filled and the interim position needs to be removed from
the part time salary table.
Providing extended hours with adequate lifeguards has been a constant problem for the Parks Recreation &
Family Services Department. There are not enough qualified candidates in the area and if wages are not
competitive, the City will be unable to provide aquatic services. Every year it becomes more difficult to
provide adequate supervision in the aquatic area, restricting the City to meet the needs of the community.
The Human Resources Division conducted a salary study and the salary table was changed accordingly.
Agd 032602 Part-time consolidated salary.doc
