Item #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 7, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P. E., CITY ENGINEER F\, <br />SUBJECT: AUTHORIZATION REQUEST TO ENTER, ON BEHALF OF THE <br />CITY OF COLTON, INTO A COMMON USE AGREEMENT <br />WITH SAN BERNARDINO COUNTY, REGIONAL PARKS <br />DIVISION, FOR THE SANTA ANA RIVER TRAIL <br />DATE: APRIL 18, 2002 <br />BACKGROUND: <br />The San Bernardino County Regional Parks Division has been charged by the County Board of <br />Supervisors with the development and construction of the Santa Ana River Trail (SART). <br />Regional Parks is currently working on Phase II (the La Cadena Drive to Waterman Avenue <br />portion) of the trail. <br />In order for the County to accomplish their goal of completing the trail in San Bernardino <br />County and to complete the requirements established by Caltrans, the County needs to obtain a <br />Common Use Agreement for use of lands below the La Cadena Drive and Mount Vernon <br />Avenue bridges which belong to the City of Colton. <br />The County submitted a draft Common Use Agreement and detailed drawings of the trail as it <br />traverses under the above-mentioned bridges. Due to the County's tight time frame with <br />Caltrans, the County requested the City to expedite the review process within the City's <br />earliest convenience. In line with this request, the City was advised to process any <br />modifications to the Common Use Agreement by e-mail to Maureen A. Snelgrove, Program <br />Manager for the County. <br />ANALYSIS/DISCUSSION: <br />Engineering staff has reviewed the Common Use Agreement and the Maps provided indicating <br />the proposed path of the Santa Ana River Trail with regard to the impact upon land owned by <br />the City of Colton. Based on this review process, Engineering staff finds the San Bernardino <br />County Regional Parks Division request reasonable and the Santa Ana River Trail to be a <br />mutually beneficial project for both the City and the County. <br />
