Item #9 <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of <br />November 5, 2002 <br />TO: Honorable Mayor and City Council Members <br />FROM: Candace Cassel, Redevelopment Managero-5 <br />SUBJECT: Consideration and Approval of Resolution Supporting <br />Renewal Re -designation of the Agua Mansa Recycling Market <br />Development Zone. <br />DATE: October 20, 2002 <br />BACKGROUND/DISCUSSION <br />California Public Resources Code Section 42010 allows for the establishment of a Recycling <br />Market Development Zone (RMDZ) program throughout the State. Administered by the <br />California Integrated Waste Management Board (CIWMB), financial and technical incentives <br />are available to eligible businesses within an RMDZ to stimulate the development, <br />stabilization and expansion of domestic markets for post consumer and secondary materials <br />collected statewide. The incentives have proven to be an effective economic development <br />tool in helping to attract jobs and innovative new recycling businesses to locate within an <br />established RMDZ. <br />In August 1993, the Agua Mansa Industrial Growth Association (AMIGA), which is a Joint <br />Power Authority for the administration of the Agua Mansa Enterprise Zone, was granted the <br />Agua Mansa RMDZ designation. The County of Riverside Economic Development Agency <br />(EDA) serves as the lead agency for the administration of the Agua Mansa RMDZ. Pursuant <br />to Section 17900, et seq., of Title 14 of the California Code of Regulations, the Agua Mansa <br />RMDZ boundaries were expanded to increase the size of the zone within the city of Colton <br />and to include portions of the city of San Bernardino in November 1995. All of the industrial <br />zoned properties within the City of Colton at that time were included in the Agua Mansa <br />RMDZ. <br />The current RMDZ designation will expire in March 2003 unless renewed by the CIWMB. <br />Renewal of the Agua Mansa RMDZ will continue to facilitate the regional planning, <br />coordination, support and attraction of recovery -based businesses in the region, as well as <br />provide the City with an economic development tool in attracting private sector recycling <br />business investments to the area, which aids in promoting a balanced economic base in the <br />community.
