CITY OF COLTON Item #13A <br />AGENDA REPORT <br />For the City Council Meeting of November 19, 2002 <br />TO: HONORABLE MEMBERS OF THE CITY COUNCIL <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AUTHORIZING <br />THE SUBMITTAL OF A WATER RECYCLING FACILITIES PLANNING GRANT <br />APPLICATION TO THE STATE WATER RESOURCES CONTROL BOARD <br />DATE: November 18, 2002 <br />BACKGROUND: <br />A $75,000 Water Recycling Facilities Planning Grant is availablefrom the State Water Resources Control <br />Board to assist the City in mitigation of the water supply issues created by the perchlorate contamination <br />plume. The funds would be used for a facilities planning study of the City of Colton Reclamation of Aquifer <br />Supply Project. The intent of this project is to ensure a reliable water supply for the City while working <br />towards cleanup of the contaminated Colton -Rialto Basin. Staff was notified after posting of the agenda for <br />the November 19, 2002 meeting that a formal resolution must be adopted for our application to be <br />considered. In order for the City's application to be processed, the resolution must be delivered to the <br />Department of Water Resources no later than November 20, 2002. <br />ALTERNATIVES: <br />Elect not to apply for the $75,000 grant. <br />FINANCIAL IMPACT: <br />The adoption of the resolution would allow the City to be eligible for a $75,000 grant from the Department of <br />Water Resources. <br />ENVIRONMENTAL IMPACT: <br />The grant would provide funding for the initial steps in basin cleanup of perchlorate resulting in positive <br />environmental impacts. <br />RECOMMENDATION: <br />Staff is recommending City Council approve a resolution, authorizing the submittal of a water recycling <br />facilities planning grant application to the State Water Resources Control Board and that the City Manager or <br />his/her designee is hereby authorized and directed to sign and file for the grant on behalf of the City of <br />Colton, <br />REVIEW TEAM ONLY <br />City Attorney:_ , �,eL-- Finance Director: <br />OTHER: <br />City Manager. -w �ls�-- <br />
