The project includes reconfiguration of existing office <br />space occupied by the City Manager, City Council, Finance, Human Resources and City Clerk <br />departments/divisions and to explore the feasibility of relocating the Redevelopment Agency <br />(RDA) to the main City Hall. <br />In addirion, extensions/addirions are also being proposed to provide additional office space for the <br />Police Department. The current Police facility does not provide a women's locker room. As a part <br />of this project a new women's locker facility for the Police Department is proposed. City's Police <br />facilities also lack a secured parking lot for Police vehicles. A secured pazking lot is currently <br />under design by City Staff as a separate project. <br />Because of impending budgetary challenges (state budget crisis and PERS investment losses passed <br />on to ciries), executive staff have been exploring ways to provide service more effectively at a <br />reduced cost. Because of the decentralized locations of City deparhnents and the inefficient circular <br />layout of City hail, it is very difficult to shaze staff in support service roles. For example, a Senior <br />Accountant and Office Specialist II position have already been "cuY' from the RDA budget. It is <br />anticipated that additional cuts will be made by July 1, 2003. The intention is to supply finance and <br />accounting support to the RDA from the Finance Departxnent with office support coming from the <br />City Manager's office. With the RDA located one block away from City hall, it is very difficult to <br />provide these support services. <br />The scope of work for the Architectural Design Contract consists of design development, <br />preparation of construction documents, and project bid administration and construction <br />
