Parrish, City Manager <br />SUBJECT: Approval of Statement of Principle and Mission Statement Language <br />for the "Labor - Administrative Coalition" Resolution No. R-01-03 <br />DATE: December 30, 2002 <br />BACKGROUND: <br />The Governor of the State of California has announced that the state faces a "dramatic <br />and painful' budget deficit of $34.8 billion in the remainder of the current (2002/03) and <br />the next (2003/04) fiscal years. The Governor has called upon the legislature to <br />immediately enact the $10.1 billion in budget reductions recently called for and promised <br />he would propose additional budget cut recommendations and revenue increases early <br />in January 2003. <br />To combat the state government from once again raiding local revenues to solve its <br />fiscal woes, the League of California Cities in concert with representatives of organized <br />labor have joined together to form the "Labor - Administrative Coalition." The purpose <br />and mission of the coalition is codified in the following "Statement of Principle and <br />Mission Statement Language." <br />DISCUSSION/ANALYSIS: <br />In November and December 2002, the City of Colton and other Inland Empire Cities, in <br />concert with the League of California Cities have met with representatives of organized <br />labor. Mayor Bennett, Council Members Chastain and Ramos and City Manager Parrish <br />represented the City of Colton. Other cities represented include Rancho Cucamonga, <br />Barstow, Victorville, Rialto, Loma Linda, Fontana, Apple Valley, Riverside, San <br />Bernardino, Big Bear Lake, Upland, Grand Terrace, Highland and Ontario. The League <br />of California Cities was also represented. <br />Organized Labor was represented by the following: Operating Engineers Local 12, AFL- <br />CIO Labor Council, United Food and Commercial Workers Local 1167, Teamsters <br />Locals 63 and 911, Carpenters and Joiners, HOD Carriers Local 783, Plumbers and <br />Pipe Fitters Local 409, Inland Empire PORAC, San Bernardino County Firefighters, San <br />Bernardino Public Employees Association and Labor International. <br />The Labor -Administrative Coalition has adopted the following language for its Statement <br />of Principle and Mission Statement: <br />
