Item #13 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF May 20, 2003 TO: Honorable Mayor and Council Members FROM: Ron Kenny, Director of Parks, Recreation & Family Services SUBJECT: Contract with Partnerships With Industry DATE: May 14, 2003 Since the layoffs in 1995, four full-time staff members were retained to cover all of the work completed by an original sixteen. Partnerships with Industry, (PWI), was hired 9 months ago to perform the general janitorial tasks allowing the City's Building Maintenance staff to concentrate on higher level tasks. PWI assists adults with developmental disabilities, known as ("clients"), to work within the community and the partnership with the City has been very successful. DISCUSSION/ANALYSIS: PWI has the responsibility of janitorial maintenance for 5 of the 19 City facilities by performing vacuuming, dusting, trash pick up, window cleaning, etc. Staff is still doing the custodial duties for the 14 remaining facilities, while utilizing Restitution Workers and students when they are available to assist with those facilities. This partnership has provided gainful, quality employment for the PWI clients. This has enabled them to earn a paycheck and be more independent. The workers have gained invaluable work experience and work skills including light janitorial, time management and interpersonal skills with their co-workers, City of Colton employees and the public. Of the 4 clients who started in the group, 1 is still employed and we have recently received 3 more. The current team is working well together and the tasks are not only being done correctly, but with pride. A PWI `job coach" monitors the day to day work of the clients. Section 3.08.060 of the CMC provides, in part, that the City Council may, by majority vote of its entire membership, dispense with bidding in any instance where they find that it would be uneconomical and that the public welfare would be promoted. Staff recommends that the City Council dispense with bidding in this case because contracting with PWI would save the City approximately $20,368 per year when compared with contracting with a general commercial maintenance company. In addition, contracting with PWI promotes the public welfare by providing clients with opportunities to learn job and interpersonal skills in a supervised setting. FINANCIAL IMPACT: Funding for next fiscal year has been placed in the proposed 2003/2004 budget. Funds are budgeted in account number 605-6200-6211-2350 for Professional Services.
