Item #4 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF DECEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES MANAGER 1'j'' <br />SUBJECT: APPROVE THE CONSOLIDATED MEMORANDUM OF <br />UNDERSTANDING FOR THE MEMBERS OF THE CITY OF COLTON <br />AND THE COLTON POLICE OFFICERS ASSOCIATION (RANK AND <br />FILE UNIT). <br />DATE: NOVEMBER 3, 2004 <br />The one-year MOU with the City's Police Rank and File bargaining unit, represented by the <br />Colton Police Officers Association (CPOA), expired on June 30, 2004. Representatives of the <br />City and CPOA have been negotiating for a successor MOU over the last severai months. <br />ANALYSIS/DISCUSSION: <br />Representatives of the City and the Colton Police Officers Association have reached a tentative <br />agreement, subject to formal City Council approval, with a term ending June 30, 2007. The <br />successor MOU is attached as Exhibit A and the changes within the agreement will be <br />incorporated into a subsequent comprehensive MOU with the CPOA. <br />Some of the key provisions in the MOU provide the following: <br />A three year contract with the third year contingent on the passage of either Proposition <br />65 or 1A. There is an option available to the CPOA: If Proposition 1A does not pass, <br />the CPOA shall notify the City no later than January 1, 2005, if they will exercise their <br />option to terminate the contract either at June 30, 2005 or June 30, 2006. <br />Members of the Colton Police Officers Association will realize a 3.75% increase to base <br />pay effective January 1, 2005; a 3.25% increase to base pay for all members of the <br />CPOA will be realized on July 1, 2005. A full compensation survey study will be <br />conducted during the 2005/06 FY; the results of this survey will be incorporated to the <br />CPOA membership's base salary with a minimum base increase of 3.5% and a <br />maximum base increase of 5.5°/a. When the survey study is completed, it is the goal to <br />have the CPOA to be fifth out of the nine surveyed agencies, (If Proposition 1A does <br />not pass, the CPOA can opt to make the contract a one year or two year MOU. <br />If 1A does not pass, contract term cannot exceed two years.) <br />The monthly medical insurance premium allowance will remain at $915 for up to two <br />years. <br />CPOA members assigned as a training officer will be given a$200 per month stipend <br />while on the training assignment. <br />
