Item #11 <br />REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the Redevelopment Agency and City Council Meeting of March 2, 2004 <br />TO: Honorable Agency Chairperson and Boardmembers <br />Honorable Mayor and Councilmembers <br />FROM: Candace Cassel, Redevelopment Manage�3 <br />SUBJECT: Consideration and Approval of Redevelopment Agency <br />Resolution No. 824 and City Council Resolution approving <br />Amendment No. 2 to Santa Ana River Public Works Projects <br />Funding and Construction Management Agreement. <br />DATE: February 6, 2004 <br />Background <br />On March 20, 2001, the Redevelopment Agency Board approved Agency Resolution No. 770 and <br />the City Council approved Resolution R-23-01, which approved entering into the Santa Ana River <br />Public Works Projects Funding and Construction Management Agreement (Attachment "A") for the <br />purpose of paying for the cost of the installation and construction of certain public work <br />improvement projects situated in or of benefit to the Santa Ana River Redevelopment Project Area. <br />Amendment No. 1 was approved by the City and Agency (Resolution R-63-02 and 801 respectively) <br />which: 1) eliminated an unnecessary lighting, landscaping and sidewalk improvements from the list <br />of scheduled improvements; 2) extended certain time limits in which to complete the public work <br />improvement projects, and 3) designated Union Bank as the fiscal agent (Attachment "B"). <br />On December 7, 1999, the Agency Board approved a list of public improvement projects which <br />were recommended for funding by the Santa Ana River Citizens Advisory Committee. On March <br />20, 2001, the Agency and the City entered into a Funding and Construction Management <br />Agreement to install and construct the public improvement projects. To -date, all of the projects <br />identified in the Construction Management Agreement have been completed (with the exception of <br />the Washington Street Median and Landscaping) and funded either through the Construction <br />Management Agreement or through other funding sources: SAR traffic signal and the Reche <br />Canyon Traffic signal were constructed with the Traffic Congestion Relief Funds and the <br />Washington Street Median and Landscaping, although not yet finished, will realize a savings in <br />$384,150. <br />Discussion <br />The City Engineer has recommended to the Agency that additional certain public improvement <br />projects which are situated inside the Santa Ana River Project Area be installed and constructed at <br />the earliest feasible time. <br />It is being requested that funds be redirected from previously authorized projects, which were <br />completed using other funding sources, and remaining funds from completed projects be combined <br />to complete additional infrastructure projects within the project area, as recommended by the City <br />Engineer.
