AND <br />RIVERSIDE AVEJAGUA MANSA, AND TRAFFIC SIGNAL <br />MODIFICATION AT VALLEY BLVD./RANCHO AVE. PROJECT IN <br />THE AMOUNT OF $ 406,302, TO NEW WEST SIGNAL AS THE <br />LOWEST RESPONSIVE AND RESPONSIBLE BIDDER <br />DATE: MARCH 28, 2005 <br />BACKGROUND: <br />The Valley Boulevard and Rancho Avenue intersection is considered as one of the busiest in the <br />City of Colton due to its proximity to the 10 Freeway. In addition, Colton High School and three (3) <br />other fastfood restaurants are situated on each of the four (4) comers of the intersection. With the <br />completion of the Valley Boulevard Median Project, a modification of the existing signal at Valley <br />Blvd. and Rancho Ave. and the installation of a new signal at the intersection of Valley Blvd./3'l St. <br />will be necessary to protect motorists and pedestrians especially the school children. <br />The intersection of Riverside Avenue and Agua Mansa Road has been identified as needing a signal <br />due to the heavy volume of traffic; the City of Rialto and the City of Colton both share the <br />intersection. Both cities affected by the traffic flow at this intersection have identified the need to <br />distribute the tasks involved with installing signals at this intersection; currently this intersection <br />exists as a four way stop. On October 19, 2004, the City Council approved the MOU <br />(Memorandum of Understanding) with the City of Rialto to improve the intersection. <br />On December 7, 2004, the City Council authorized the request to solicit public bids for this project. <br />The advertisement for public bidding began on February 15, 2005 and the bid opening was <br />conducted on March 21, 2005. Staff received formal bids from two (2) firms, with their <br />corresponding bid amount as follows: <br />1. New West Signal $ 406,302.00 <br />2. Moore Electrical Contracting, Inc. $ 462,620.00 <br />
