CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF NOVEMBER 1, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />TIE <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Consideration of an Ordinance to Amend and Restate Chapter 18.39 of <br />the Colton Municipal Code Relating to Telecommunication and Antenna <br />Towers. <br />DATE: October 17, 2005 <br />BACKGROUND: <br />On May 23, 2005, Sprint PCS filed a Development Application (File Index Number DAP -000-455) <br />requesting approval from the City of Colton to co -locate a wireless telecommunications facility <br />(WTF) onto an existing 566" high Southern California Edison transmission tower located at 1316 <br />RV Center Drive, within the Cooley Ranch Planned Community. The property where the tower is <br />located is an urbanized area of Colton adjacent to Interstate 215, currently used as an RV sales <br />center. Southern California Edison has a recorded easement on the property allowing access to <br />the tower as well as the right to construct, operate and maintain its facility for communication <br />purposes. The tower currently hosts nonconforming telecommunication equipment, including <br />equipment cabinets at ground level, owned by Nextel. <br />Unfortunately, Chapter 18.39 (Communication Towers and Antennas) of the Colton Municipal <br />Code (Zoning Ordinance) does not allow the co -location of any WTFs on any transmission towers, <br />so the applicant also requested that the City's WTF ordinance be amended to permit placement of <br />WTFs on transmission towers. The existing ordinance limits new freestanding communication <br />towers to the M-1 and M-2 zones. The proposed amendments would allow new freestanding <br />communication towers and communication antennas to be permitted citywide, subject to certain <br />restrictions and, in some cases, approval of a conditional use permit. <br />The Planning Commission considered the proposed revisions to the City's Ordinance at several <br />public hearings. An amended Ordinance was prepared and provided to the applicant and other <br />wireless communication service providers for review and comment. On October 11, 2005, the <br />Commission considered the Amended Ordinance and, by a vote of 5 to 0, recommended that the <br />City Council also approve the amended Ordinance. <br />ANALYSIS/DISCUSSION: <br />The Amended Ordinance: <br />1. Permits antennas on existing utility structures, including poles, water tanks, Edison <br />transmission towers in any zone in the city, subject to Planning Commission <br />approval through Architectural/Site Plan Review. <br />2. Permits new antennas in the M-1 (Light Manufacturing)/M-2 (Heavy Manufacturing) <br />Zones, subject to Planning Commission approval through Architectural/Site Plan <br />Review. <br />ORANGE\MXM\20974.1 <br />
