382 <br />City Manager Elliott reported that a surcharge is to be collected to <br />aid in keeping Verdemont Boys Ranch open and stated he felt this type <br />of rehabilitation program should be retained. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to carry <br />this item over to the Adjourned Council Meeting on Thursday, Sep- <br />tember 22. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Mr. Fred Cordova, 190 West "E" Street, Colton, commended Council <br />Members Rehrer and Garcia for their action on the Refuse Fee increa—. <br />Mr. Cordova said to have increased the fees would have been a great <br />deception to the people who voted to go to once a week pickup in <br />order to hold the cost down. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 8:06 p. m., to discuss <br />Personnel matters, and reconvened at 8:29 p. m., all Members present. <br />ADJOURNMENT: <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios and unani- <br />mously passed, Mayor Huntoon adjourned the meeting at 8:29 p. m., to <br />meet for an Adjourned Regular Meeting on Thursday, September 22, 1983, <br />at 5:30 p.m., in the Council Chambers of City Hall. <br />HELEN A. RAMOS, CMC <br />City Clerk <br />City of Colton <br />Approved this 18th day of October, 1983. <br />**************** <br />ADJOURNED COUNCIL MEETING <br />SEPTEMBER 22, 1983 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the <br />above given date at 5:30 p.m., in the Council Chambers of City Hall, <br />Mayor Huntoon presiding. <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Garcia, and Mayor <br />Huntoon. Also present were City Manager Elliott, City Attorney <br />Edwards, and City Clerk Ramos. Absent was Councilman Rehrer. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Assessments <br />Resolution No. 4374/79-1 <br />Mayor Huntoon advised that the matter of Assessment District 79-1, <br />has been continued from the Council Meeting of September 20, 1983. <br />City Engineer McGee stated the Council has before them preliminary <br />copies of the Engineer's Report, Cost Estimates and the Assessment <br />Diagram. Mr. McGee further stated that the plans and specifications <br />for Assessment District 79-1 have been approved and are on file and <br />available for public inspection, in the Office of the Superintendent <br />of Streets and the City Clerk's Office. <br />Mr. George W. McFarlin, Attorney, with Brown & Nazarek, Assessment <br />Counsel, addressed the City Council stating the Council has taken <br />all of the steps in the first phase of this assessment district and <br />Staff is now presenting the preliminary reports indicated by City <br />Engineer McGee. Attorney McFarlin advised the Council they have also, <br />previously approved and authorized the construction bidding and Staff <br />is currently in the process of negotiating the sale of the bonds with <br />an underwriter. <br />SEP 2 2 1983 <br />
