382 City Manager Elliott reported that a surcharge is to be collected to aid in keeping Verdemont Boys Ranch open and stated he felt this type of rehabilitation program should be retained. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to carry this item over to the Adjourned Council Meeting on Thursday, Sep- tember 22. Unanimous vote. ORAL COMMUNICATIONS: Mr. Fred Cordova, 190 West "E" Street, Colton, commended Council Members Rehrer and Garcia for their action on the Refuse Fee increa—. Mr. Cordova said to have increased the fees would have been a great deception to the people who voted to go to once a week pickup in order to hold the cost down. CLOSED SESSION: The City Council adjourned to Closed Session at 8:06 p. m., to discuss Personnel matters, and reconvened at 8:29 p. m., all Members present. ADJOURNMENT: Moved by Councilwoman Cisneros, seconded by Councilman Rios and unani- mously passed, Mayor Huntoon adjourned the meeting at 8:29 p. m., to meet for an Adjourned Regular Meeting on Thursday, September 22, 1983, at 5:30 p.m., in the Council Chambers of City Hall. RAMOS, CMC City Clerk City of Colton Approved this 18th day of October, 1983. **************** ADJOURNED COUNCIL MEETING SEPTEMBER 22, 1983 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 5:30 p.m., in the Council Chambers of City Hall, Mayor Huntoon presiding. ROLL CALL: Council Members present were Rios, Cisneros, Garcia, and Mayor Huntoon. Also present were City Manager Elliott, City Attorney Edwards, and City Clerk Ramos. Absent was Councilman Rehrer. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Assessments Resolution No. 4374/79-1 Mayor Huntoon advised that the matter of Assessment District 79-1, has been continued from the Council Meeting of September 20, 1983. City Engineer McGee stated the Council has before them preliminary copies of the Engineer's Report, Cost Estimates and the Assessment Diagram. Mr. McGee further stated that the plans and specifications for Assessment District 79-1 have been approved and are on file and available for public inspection, in the Office of the Superintendent of Streets and the City Clerk's Office. Mr. George W. McFarlin, Attorney, with Brown & Nazarek, Assessment Counsel, addressed the City Council stating the Council has taken all of the steps in the first phase of this assessment district and Staff is now presenting the preliminary reports indicated by City Engineer McGee. Attorney McFarlin advised the Council they have also, previously approved and authorized the construction bidding and Staff is currently in the process of negotiating the sale of the bonds with an underwriter.
