SPECIAL COUNCIL MEETING <br />JANUARY 15, 1991 <br />A Specil Meeting of the City Council of the City of Colton was held <br />on the above given date in the Council Chambers of City Hall, located <br />at 650 North La Cadena Drive, Colton, California, at 6:45 p. m., <br />Mayor Gonzales presiding. <br />Notice of Special Meeting was given on January 11, 1991, in compli- <br />ance with Government Code Section 54956. <br />ROLL CALL: <br />Council Members present were Roman, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, <br />and City Clerk Ramos. <br />Dedication of Park Property in Lieu of Fees <br />City Manager Sotelo spoke about meetings held with Mr. John Reichel and <br />Staff members regarding the dedication of land, in lieu of fees, for <br />development of a park in the west side of Colton. <br />Mr. Sotelo stated the end result was a proposal for a 5 acre park and <br />retention basin. The park will be fully improved without, the use of <br />City funds, and Mr. Reichel has agreed to the majority of recommenda- <br />tions from the Parks & Recreation Commission. <br />Mr. John Reichel, 3 Upper Newport Plaza, Newport Beach, addressed the <br />Councilmembers, referring to renderings of the proposed park, which will <br />contain 5 acres of land dedicated to the City for development of a park <br />and retention basin. Park improvements, which will total approximately <br />$265,000, will be provided from existing Community Facilities District <br />funds, and will include grass, trees, irrigation, parking lot, bathroom <br />facilities, drinking fountains, water, sewer and utility hookups for the <br />restrooms. Maintenance of landscaping, irrigation and fencing will be <br />paid by the Landscape Maintenance District. The City would pay for the <br />maintenance of any athletic equipment, restrooms and drinking facilities, <br />and any other related facilities included within the park site. <br />Mr. Reichel concluded he was hopeful the City Council would approve the <br />park plan as outlined. <br />Councilwoman Cisneros asked about fencing around the retention basin. <br />Mr. Reichel responded that fencing would be provided. <br />Councilman Lofy asked the cost of the West Side Park. <br />City Manager Sotelo replied approximately $423,000. <br />JAN 1 5 1991 <br />
