In accordance with <br />Meeting of the City <br />given date at 4:00 <br />Gonzales presiding. <br />ROLL CALL: <br />-A—D-JOURNED CITY COUNCIL MEETING <br />AUGUST 21 1993 <br />notice duly and legally given, an Adjourned Regular <br />Council of the City of Colton was held on the above <br />P. M . , in the Council Chambers of City Hall, Mayor <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, Cook, <br />Beltran, and Mayor Gonzales. Also present were City Manager Young, and <br />City Clerk Ramos. <br />BUDGET SESSION: <br />Community,Promotion <br />City Manager Young reported the community liaison program is being <br />formed after researching and recognizing the need for comprehensive and <br />aggressive attitude changes toward addressing the concerns and <br />frustrations of our multi -cultural community. The program will be <br />comprised of two separate components working together,, a community <br />liaison officer and a community relations coordinator. <br />Manager Young stated the decision to place this program under the <br />auspices of the Office of the City Manager was based on several factors. <br />Working under one director creates easy, flexible coordination, and <br />shared communication between these two components. Each position will <br />report to the City Manager on a daily basis. It helps to eliminate a <br />long chain of command between departments which will hamper the <br />implementations of this program, thereby freeing up necessary personnel <br />to perform other tasks and/or duties. <br />Councilmember Rios inquired as to bringing the position of Community <br />Liaison Officer at a Sergeants level and asked. why not a corporal. City <br />Manager Young replied that was correct, but that it could be a corporal. <br />Councilmember Cisneros said she would like to know how the salaries were <br />derived at. Manager Young said the amounts indicated are salaries and <br />benefits. <br />Manager Young indicated the program is a pilot program and he plans to <br />report back to the City Council at the end of six months. The program <br />will not reduce the police personnel. It will create a vacancy in the <br />police department to be filled by recruitment. <br />Il <br />
