In accordance with <br />Meeting of the City <br />given date at 4:00 <br />Gonzales presiding. <br />ROLL CALL: <br />ADJOURNED CITY COUNCIL MEETING <br />AUGUST 3, 1993 <br />notice duly and legally given, an Adjourned Regular <br />Council of the. City of Colton was held on the above <br />p.m., in the Council Chambers of City Ball, Magor <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, Cook, <br />Beltran and Mayor Gonzales. Also present were City Manager Young, and <br />City Clerk Ramos. <br />BUDGET SESSION: <br />Community Develgpment <br />Community Development Director David. Zamora presented a background on <br />the variety of tasks that the department is responsible for under the <br />Building and Safety Division, Planning, Code Enforcement and Mobile Borne <br />Park Pent. Stabilization. <br />Director Zamora said that he would like to clarify that the position of <br />Associate Plans Examiner In the Building Division needs to be <br />transferred to the Planning Division as Assistant Plans Examiner, the <br />salary is the same. Also there was discussion of moving the. Business <br />Licenses to the Finance Department, this did not happen and the position <br />of Customer Service Representive was not funded in this budget. A <br />transfer of funds from Finance to Community Development is needed to <br />resolve this matter. <br />Discussion followed on the need for an additional code enforcement <br />officer to become proactive rather than reactive. City Manager Young <br />was of the opinion that the list of violations/ complaints had been taken <br />care of with the existing staff; therefore, staff can now proceed to <br />become proactive. Councilmember Sandoval said the City has lust passed <br />a resolution that calls for staff to target a pilot area for <br />neighborhood code enforcement and that an additional person was <br />warranted. He asked Director Zamora if his staff could implement the <br />new program or did he need an additional person. <br />Director Zamora said the existing budget meets the set target and it is <br />difficult to answer at this point regarding the need for an additional <br />position. Councilmember Beltran asked if the focus of his budget had <br />been to meet the target. Director Zamora responded yes.
