ADJOURNED CITY COUNCIL MEETING FEBRUARY 91 1993 In accordance with notice duly and legally given, an Ad)ourned Regular Meeting of the City Council of the City of Colton was held, on the above given date at 4»00 p.m., in the Council Chambers of City Hall., Mayor Gonzales presiding. ROLL CALL Council.members present were Sandoval, Bennett, Rios, Cisneros, Cook, Beltran and Mayor Gonzales. Also present were City Manager Lewis, City Attorney Biggs and Cita Clerk. Damns. CONSENT CALENDAR Boards and. Commissions Mr. Fred Cordova, 190 West F Street, warned there was a conflict between the board/commission ordinance and nepotism policy for employees. The policy for employees includes all relatives and the proffered ordinance omitted "brothers, brothers-in-law, sisters and sisters -in --law." He asked for clarification as to the tern to be served by the board./commission members. Deputy City Attorney Biggs informed that pursuant to the election by district ordinance adopted, the initial term of cou.ncilmembers for three districts shall be for two years and will be up for election in two years; thereafter, the terns will be for four years. Mr. Cordova asked Council to look at the service section stating that in an appointment by any councilmember has to be ratified by the entire council. Deputy City Attorney Biggs advised, that section requires the ma 'crit vote of council. Mr. Jesse Valdivia, 644 C Street, reported he had received 156 calls from constituents in District 3 who urged Councilmex ber Beltran not to vete "yes;" as to this ordinance. Mr. John Longfield, 1.129 Cottonwood, noted that there were vacancies on a number of commissions which could suffice .in representing all the districts. if this didn't work, he wandered if somebody was not on a big ego trip. Councilmember Bennett referred everyone to section 2.30.040 on page 2 which states that upon adoption all positions are deemed vacant. She reviewed, the commissions list and pointed out. that "Districts I through 4 are represented on the Planning Commission and there are two vacancies on the Commission which could he used for those districts not represented."
