ADJOURNED CITY COUNCIL MEETING <br />FEBRUARY 91 1993 <br />In accordance with notice duly and legally given, an Ad)ourned <br />Regular Meeting of the City Council of the City of Colton was <br />held, on the above given date at 4»00 p.m., in the Council <br />Chambers of City Hall., Mayor Gonzales presiding. <br />ROLL CALL <br />Council.members present were Sandoval, Bennett, Rios, Cisneros, <br />Cook, Beltran and Mayor Gonzales. Also present were City Manager <br />Lewis, City Attorney Biggs and Cita Clerk. Damns. <br />CONSENT CALENDAR <br />Boards and. Commissions <br />Mr. Fred Cordova, 190 West F Street, warned there was a conflict <br />between the board/commission ordinance and nepotism policy for <br />employees. The policy for employees includes all relatives and <br />the proffered ordinance omitted "brothers, brothers-in-law, <br />sisters and sisters -in --law." <br />He asked for clarification as to the tern to be served by the <br />board./commission members. Deputy City Attorney Biggs informed <br />that pursuant to the election by district ordinance adopted, the <br />initial term of cou.ncilmembers for three districts shall be for <br />two years and will be up for election in two years; thereafter, <br />the terns will be for four years. <br />Mr. Cordova asked Council to look at the service section stating <br />that in an appointment by any councilmember has to be ratified by <br />the entire council. Deputy City Attorney Biggs advised, that <br />section requires the ma 'crit vote of council. <br />Mr. Jesse Valdivia, 644 C Street, reported he had received 156 <br />calls from constituents in District 3 who urged Councilmex ber <br />Beltran not to vete "yes;" as to this ordinance. <br />Mr. John Longfield, 1.129 Cottonwood, noted that there were <br />vacancies on a number of commissions which could suffice .in <br />representing all the districts. if this didn't work, he wandered <br />if somebody was not on a big ego trip. <br />Councilmember Bennett referred everyone to section 2.30.040 on <br />page 2 which states that upon adoption all positions are deemed <br />vacant. She reviewed, the commissions list and pointed out. that <br />"Districts I through 4 are represented on <br />the Planning Commission and there are two vacancies on the Commission which could he used for those <br />districts not represented." <br />
