ADJOURNED CITY COUNCIL MEETING <br />JULY 27,, 1993 <br />In accordance with notice duly and legally given, an Adjourned <br />Regular Meeting of the. City Council of the City of Colton was <br />held on the above given date at 4:00 p.m.., in the. Council <br />Chambers of City Hall, Mayor Gonzales presiding. <br />ROLL CALL: <br />Cou.n.cilmembers present were Bennett, Sandoval, Rios, Cisneros, <br />Cook, Beltran and Mayor Gonzales. Also present were City Manager <br />Young, and City Clerk Ramos. <br />BUDGET SESSION: <br />City Manager Young delivered the Budget Message for Fiscal Year <br />1993-94.. saying it is an austere budget. It includes no layoffs, <br />it incorporates the State's takeway of property tax revenue and <br />it goes far toward maximizing the levels of services to which the <br />citizens of Colton are accustomed while optimizing the use of <br />scarce revenues. The proposed General Fund budget is balanced <br />and provides for a Reserve for Economic Uncertainties of <br />$500,000. The proposed budget is balanced in its revenues and <br />expenditures plan. .At a later time, he expects to bring to the <br />City Council a proposed -yeas Capital Improvements Plan which <br />will include short-, intermediate-, and lung -term project plans <br />for the City's infrastructure needs. <br />City Manager Young turned the meeting over to Finance Director <br />.Acevedo to report on the Schedule of Available Resources to Uses, <br />Proposed 'Transfers In and Out, Revenue Summaries .for the General <br />Fund, Special Revenue Funds, Debt Service Funds, Capital Project <br />Funds, Enterprise Funds and Fiduciary Funds. Director Acevedo <br />briefly reviewed each of the funds. <br />Councilmember Beltran asked what will. happen if the revenues <br />don't come through. City Manager Young replied that all revenues <br />and expenditures will be reviewed at Mid -year. <br />Councilmember Beltran stated he was aware that the city has been <br />served with a preliminary injunction, preventing the City from <br />going into the ambulance service and yet, the budget reflects <br />projected revenue :from the ambulance service. Where is the <br />adjustment going to be made. City Manager Young replied that the <br />amount reflected in the budget is a conservative revenue amount. <br />He has discussed the case proceedings with the City's Attorney, <br />Mr. Ted Stream and he is of the opinion that the injunction will <br />be overturned. The City has requested a change of venue to the <br />County of Riverside. The City of San Bernardino has joined the <br />City in this lawsuit.
