WHEREAS, on the 5th day of April 1969, a petition was filed with the City Council of the City of Colton requesting that certain uninhabited territory contiguous to said City be annexed to the City of Colton, and which said petition described said territory and the boundaries thereof proposed to be annexed to said City and WHEREAS, said petition was filed by the owners of all such territory according to the last preceding equalized assess- ment roll of the County of San Bernardino, State of California, in which said County the City of Colton is situated and WHEREAS, the said petition requested said territory to be annexed to and included in said Municipal Corporation in accordance with the provisions of the Uninhabited Territory Act of 1939, as amended in accordance with the provisions of the Uninhabit- ed Territory Act of 1939 as amended. WHEREAS, all and each of the owners of all the afore- mentioned real property and each and every parcel contained therein have consented in writing and filed with the City Clerk of the City of Colton their consent and agreement that all property includ ed in the aforesaid territory if legally possible shall be taxed equally with the other property within said City to pay the bonded indebtedness and any and all general indebtedness and liability of the City of Colton contracted prior to or following or outstanding at the time the aforesaid petition of the Annexation was filed and subsequent thereto, as provided by said act, and WHEREAS, the Local Agency Formation commission, County of San Bernardino has made a complete investigation and report of the entire matter and proceedings, and
