Dickey, Associate Planner SUBJECT: Additional Funding Requests for the Date: 10 April 1990 1990-1991 Communcity Development Block Grant Program Public Hearing Community Development Staff recently received additional 1990-1991 project funding requests for the YMCA from the San Bernardino County Department of Economic and Community Development (ECD). Although the City Council previously adopted Resolution R-11-89 on February 20, 1990 prioritizing the 1990-1991 CDBG projects to be funded, the YMCA requests were received late from the San Bernardino County ECD, on March 26, 1990. The City is required to meet Housing and Urban Development (HUD) requirements by allowing all CDBG funding requests to be considered publicly prior to the funding alloca- tions being approved by HUD. In compliance with Federal regulations, a Public Hearing is being conducted in order to consider these requests and allow for public comment. Staff recommends that the City Council take one of the following actions regarding these requests: 1. Deny funding due to the previous allocation of the 1990-91 CDBG funds. 2. *Approve projects for inclusion on the CDBG priority list, though no funds are available to fund the requests this year. 3. *Approve projects for funding and redistribute the previously approved allocations for the 1990-91 CDBG funds. *The County's deadline for submittal of the 1990-91 CDBG allocations by cooperating cities was 6 April 1990. Changes to our priority list may be accomplished but would re- quire another public hearing in order to redo either the priority list and/or the funding al- locations, which would necessitate another City resolution. Due to late submittal of projects from San Bernardino County ECD and the fact that the City Council has previously approved allocations for the 1990-91 year, Staff recom- mends alternative 1, which is denial of the requests.
