Gonzales <br />SUBJECT: Resolution Designating SANBAG as the Agency to <br />Develop a Congestion Management Program <br />Date: <br />Due to the fact that San Bernardino Associated Governments (SANBAG) is <br />the San Bernardino County Transportation Commission, this is the most <br />viable agency to be designated to develop a congestion management program <br />which includes the county and every city in the county. <br />ALTERNATIVES: <br />The legislation states, "The program shall be developed in consultation <br />with, and with the cooperation of, the regional transportation planning <br />agency, regional transportation providers, local governments, the department, <br />and the air pollution control district or the air quality management <br />district, either by the county transportation commission, or by another <br />public agency, as designated by resolutions adopted by the County Board of <br />Supervisors and the city councils of a majority of the cities representing <br />a majority of the population in the incorporated portion of the county". <br />FINANCIAL IMPACT: <br />Mr. Kerry Forsythe of SANBAG has advised that if there is a financial impact, <br />it would be with SANBAG. It would be their responsibility. <br />ENVIRONMENTAL IMPACT: <br />The Congestion Management Program will measurably improve the level of <br />service of the system; contribute to significant improvement in air quality, <br />improved public transit services and facilities and improved transportation <br />control measures. <br />RECOMMENDATION: <br />It is recommended the resolution designating SANBAG as the Agency to develop <br />a Congestion Management Program be adopted. <br />Attachments: 3 <br />Page t of_ _1._ — <br />(a) Mr. Kerry Forsythe's memo, dtd 7/19/90; (b) AB 1791; <br />(c) Resolution <br />ORIGINAL <br />It, - No. 19 <br />FILE NO. 0�0(o::u�.................... g <br />
