Hutton, Director of Public Works <br />SUBJECT: Proposal to Remove Sludge from Colton Waste <br />Treatment Plant by Varela Industries <br />RAMMR" M <br />Date: August 2, 1990 <br />Varela Industries has submitted a proposal to remove approximately 4,000 tons of <br />sludge from the Colton Waste Treatment Plant and haul sludge material to Mexico <br />for fertilizer on non-food producing crops. <br />STATEMENT OF PROBLEM: <br />The Regional Water Quality Control Board requires removal of the material from the <br />waste treatment, but the State Health Department has not designated a location <br />for its placement "other than a hazardous waste landfill", the closest being in <br />San Luis Obispo County. <br />ALTERNATIVES: <br />Until an acceptable plan is approved by the State for removal of the sludge there <br />is no known location to remove the sludge to accept the one hazardous landfill <br />previously mentioned. Estimated cost to truck and dump at this landfill would <br />exceed $75/ton. <br />FINANCIAL IMPACT: <br />The sewer rate approved by Council in 1987 allocated a cost for removal of sludge <br />from the treatment plant. The removal of sludge is a funded maintenance item in the <br />sewer budget.
