CITY OF COLTON
AGENDA REPORT
For Council Meeting of June 19 , 1990
TO: Honorable Mayor and City Council
FROM: John Hutton, Director of Public Works
SUBJECT: Barton Road, Reche Canyon, Hunts Lane
F.A.U.
BACKGROUND
Date: June 12, 1990
On January 15, 1988, the Public Works Staff submitted an appli-
cation to the SANBAG T.A.C. to include the above listed project
in the competitive process for the allocation of East Valley
Regional monies. After the long process of project selection,
F.H.W.A. Field Review and subsequent funding approval, Staff's
original preliminary project cost estimate was found substantially
lower than the amount required as estimated by the engineer through
preliminary field research and design development. The additional
costs arose due to constraints created by the existing Gage Canal
and topographical conditions. These contraints discovered through
design development caused additional costs for grading, drainage
and canal structural upgrade (at Reche Canyon Dr. overcrossing).
By working with the Gage Canal Co., through design revision and
subsequent approval by the SANBAG T.A.C., this project was allowed
to proceed with additional obligated funds which matched the
engineer's cost estimate. This was achieved by re -appropriating
obligated funds from the Pepper Ave and Downtown Signal Inter-
connect projects towards this project. (Both projects remain on
the R.T.I.P. with possible funding if additional F.A.U. monies
become available.) On April 25, 1990, notice was given to Glen
Wilson, GTS Associates, to proceed with the P.S.&E. Engineering
on the project for Cal -Trans to review and approve. Colton will
then advertise and enter into the construction phase of the
project.
The Resolution recommended for approval is for the preliminary
engineering and design work. After plans and specifications are
approved, the contract bid and the apparent low bidder awarded
the contract, another Resolution will be required to form an
agreement between the City of Colton and the State of California
for reimbursement of the construction phase.
Notice of Determination, Aug. 9, 1988
Attachments: Original Staff Cost Estimate
Revised Engineering Estimate
Page 1 of
Item No.
RECORDS
00.1 yo
