Drews, Electric Utility Director <br />SUBJECT: APPROVAL OF ELECTRIC UTILITY COMMERCIAL Date: 12/24/90 <br />REBATE PROGRAMS, ADOPTION OF ADDENDUM TO CUSTOMER <br />SERVICE POLICY, RESOLUTION NO. R-2-91 DATED <br />JANUARY 2, 1991 <br />BACKGROUND <br />Since March, 1989 the City of Colton Electric Utility has offered <br />rebates to residential customers who purchase high efficient <br />central electric air conditioners when replacing existing central <br />electric air conditioners. The purpose of this program has been <br />to assist residential customers reduce energy costs and, at the <br />same time, reduce expensive summer on -peak purchase power costs of <br />the Electric Utility for the benefit of all.ratepayers. <br />Staf f has completed a study analyzing the costs and benefits of <br />implementing a pilot commercial rebate program for energy efficient <br />indoor lighting measures and for high efficient replacement central <br />electric air conditioning which is designed to assist commercial <br />customers install energy efficient measures and to reduce on -peak <br />purchase power costs of the Electric Utility. <br />The economic analysis conducted by staff indicates that the <br />proposed pilot commercial energy rebate program will be cost <br />effective for the Electric Utility as well for program <br />participants. Several other California electric utilities have <br />implemented similar programs to that proposed by staff. <br />A presentation of the staff recommended pilot commercial rebate <br />program and details on the economic analysis conducted by staff <br />were presented to the Utilities Commission at the Commission's <br />December 3, 1990 meeting. At this meeting, the Utilities <br />Commission unanimously passed a motion recommending implementation <br />of the proposed pilot commercial rebate program and recommending <br />adoption of proposed Customer Service Policy Number 25 implementing <br />the pilot program. <br />A copy of proposed Customer service Policy Number 25 is attached. <br />The proposed policy, provides specific detail on the commercial <br />pilot rebate program proposed by staff. <br />Attachments: <br />Page I of--2— <br />GRIGINAL <br />CENTRAL RECORDS <br />FILE NO. <br />Item No. <br />
